Should it be a felony for taking voyeur pictures of women without their consent in the US?

Yeah, I think it's a bad thing. He shouldn't be looking at (or photographing) other women's bottoms period, but especially not while on vacation with you. This is not normal, and I think you need to talk to him about it.
